President George W. Bush outlined a new plan for the United States to cut down on greenhouse gas emissions by 2025.
Greenhouse gases, especially carbon dioxide, trap heat near the earth's surface.
Bush presented his plan in a speech in the White House Rose Garden last Wednesday. His plan comes after years of international criticism about this country's commitment to attacking climate change.
The President made it clear that he would not support a Senate plan to put mandatory limits on greenhouse gases.
"Bad legislation would impose tremendous costs on our economy without accomplishing the important climate change goals we share," he said.
