In Kenya, Tanzania, Botswana and Zimbabwe, repeated studies have shown that the proportion of people infected with HIV/Aids increased in the same period that condom use also rose.

But promoting condom use misses the mark anyway because promiscuous behaviour remains unchanged. It is changing that behaviour which accounts for the remarkable success in Uganda, the first African country to see extreme levels of acquired immune deficiency syndrome (Aids). In the early 1980s, a fifth of its adults were infected but this figure has now dropped by two-thirds. Amazingly, the biggest decline has come from adolescents and young adults responding to a message of abstinence and fidelity, not condoms.
